The Colombian Ministry of Labour was in the process of modernizing its employment services and was facing the challenge of selecting:
- the right methods for analysing the future shape of labour supply and demand on local markets,
- methods which would allow them to accurately develop public policy and to conduct effective dialogue with employers.
The task was entrusted to 4CF specialists, as part of a three-member UNESCO expert team. The project was cofinanced by UNDP.
Based on the analyses of multiple sources, the 4CF team assessed the current level of competence of the labour services and of the Colombian Regional Labour Market Observatories.The next step was the development of a training plan which integrated the client’s previous, quantitative methods for predicting the labour demand with a foresight approach within the Futures Literacy model. The project was accepted by our client and implemented. A training team organised workshops, lectures and learning-by-doing training sessions for the representatives of all regional services. Thus they learned, implemented and tested the new tools. The project was bilingual, Spanish-English.
The effects from the client’s perspective:
The client received new tools for participatory foresight and for the planning of the demand for work on a regional and local scale. This constituted a valuable addition to the imperfect quantitative methods which had been used previously. With the newly acquired methods and maintained unified reporting, the client was able to apply new strategies for stimulating the labour market which were tailor-made for specific regions and which took into consideration the structural and socio-cultural differences. The project was the beginning of a series of Futures Literacy initiatives in South America and was followed by similar ones in Ecuador, Uruguay and Brasil.
